BACKGROUND & EXPERIENCE

 

He started his police career in May 1975 performing patrol and detective duties. On his promotion he was tasked with investigation, planning and training duties where he was involved in the planning and management of major events like the SEA Games and the Malaysian cup matches at the National stadium with over 60,000 crowd spectators. In 1984 he was talent spotted and transferred to Police HQ to assist in the setting up of the Training Unit responsible for the development of in-service training like crowd control, Bomb sweep and Special field tactics adapted from the US (LA Police Dept) SWAT Team. He received a testimonial for his outstanding training abilities in 1986.

 

Investigations & Field operations

 

Subsequently he was selected for wider exposure in the investigation field and seconded to Commercial Affairs Department in 1992 where he specialize in the investigation of major fraud cases, some of which made news headlines. In 1995 he was specially selected to lead the newly formed Intellectual Property Rights Enforcement Unit/CID where he conducted many successful major operations. He received a letter of appreciation from IFPI for one such successful major operation.

 

Training delivery & development

 

Because of his vast experience he was selected to be the Training Officer for CID in April 1998.  There he developed the Interview Techniques Course and became the pioneer instructor for such courses for all CID and Police Investigators. He also conducted the course for the Royal Brunei Police in May 1999 and was commended for conducting the course in a very professional manner.  He played a major role in the setting up of the new School of Criminal Investigation for CID in 2001 and remained in the School until his retirement in Sep 2002.

 

Soon after his retirement he was engaged by Civil Service College since Dec 2002 to provide the Investigative interview techniques and Specialist investigation courses for all Government agencies like Commercial Affairs Dept, Manpower Ministry, Attorney General Chambers, etc. He also conducted many In-house investigation and interview techniques courses for both public and private sector like the Prisons, STB and SGX Ltd. He was also invited back to contribute his expertise in the Commercial Affairs Dept Corporate retreat in Feb 2007.

 

Loss prevention & Security systems

 

He joined Sentosa Leisure Group in Jan 2003 as Head of Loss Prevention overseeing the enforcement, security and investigation for Sentosa Cove, Golf Club, Tourism Academy, Retail, F&B, Events and Attractions. His outstanding ability and results achieved earned him a promotion a year later and the Talent Retention Bonus four years in a row. Amongst his many achievements is the development of investigation capabilities for his Dept and leading the way in solving many internal fraud, theft and disciplinary cases. One of such cases he solved led to the recovery of $40,000 misappropriated.

 

His strategic plans for Sentosa included the Sentosa Cove Integrated Visitor, Vehicle & Vessel (V3) security system and Cluster CCTV system at the Water show complex and Sentosa Golf Club. In addition, he developed the Crisis Management Plan and was instrumental in the implementation of the Business Continuity framework including the conduct of the Business Readiness Assessment & Audit in July 2006. In recognition, he received a Commendation for his outstanding performance in Sentosa for the year 2006 from the Singapore Police Force.
